BRIEFING ON THE UNITED NATIONS STABILIZATION MISSION IN THE DEMOCRATIC REPUBLIC OF THE CONGO WEDNESDAY

A3+1 STATEMENT DELIVERED BY AMB. MARTIN KIMANI, PERMANENT REPRESENTATIVE OF KENYA TO THE UNITED NATIONS
Comments on the passing of President Jovenel Moïse of Haiti:
It is with immense sadness that the A3+1 learnt of the recent assassination of H.E. Jovenel Moïse, President of the Republic of Haiti and injury caused to his wife.
We categorically condemn this egregious act and look forward to the swift investigation into the matter so that the perpetrator (s) is/are brought to justice.
We extend our heartfelt condolences to President’s Moïse family, as well as to the people and Government of Haiti and the Caribbean for this great loss.
Our prayers and thoughts are with our Haitian brothers and sisters during this difficult period. The A3+1 stands in solidarity with the Haitian people and we pray that his family and the people and government of Haiti find the strength and fortitude to assuage their grief in this time of mourning

Mr. President,
1. I have the honor to make this statement on behalf of the A3+1, namely Kenya, Niger, Tunisia and St. Vincent and the Grenadines.
2. The A3+1 thanks Ms. Bintou Keita, for her briefing on the activities of the UN Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) and commends her for her commitment towards peace and security in the Democratic Republic of the Congo (DRC). We also thank Ms. Rita Kibambe for her briefing.
3. We reaffirm our continued support to MONUSCO’s mandate and its effective response to its dynamic operating environment.
4. We remain concerned at the growing humanitarian needs in eastern DRC that are being worsened by the ongoing violence, the impact of the COVID-19 pandemic, and refugees who fled the Central African Republic in the wake of the December 2020 elections.
5. We commend the government for its prompt humanitarian response to the victims of the volcanic eruption of Mount Nyiragongo. We call on all international partners to provide necessary support to the 2021 Humanitarian Response Plan for the DRC.
6. The A3+1 recognizes the efforts of the government of DRC in addressing the incessant conflict, killings and grave violations taking place in the eastern parts of the country, including as mentioned in the latest SG’s report, the declaration of the state of emergency in conflictaffected eastern provinces.
7. We support MONUSCO’s continued collaboration with the government security agencies in combatting armed groups. We call for intensification of joint planning and tactical operations, including, through the deployment of intelligence and surveillance capabilities for the early detection of potential threats of armed group activity.
